What follows is a coherent proposal toward its resolution. We begin with a study that documents a precise anomaly: absent from the academic literature is any critical analysis of the structure of public employment — in particular the permanent or pro tempore nature of its roles — as a primary democratic variable. Existing research examines its effects on performance, corruption, and stability, but never approaches it as the foundational axis of the very definition of democracy. This is neither irrelevant nor accidental. The linked text argues that it is the predictable consequence of three converging mechanisms: 1. Institutional conflict of interest: an economic and status-based incentive that shapes and captures the scientific research agenda — affecting both permanently employed researchers and precarious ones who aspire to become so. 2. Conformity-oriented selection: systems of access and advancement that reward procedural compliance and artificial complexity, blocking the emergence of civic and republican sensibility. 3. Individual responsibility: a personal, lived awareness of the mechanisms of the structure, from which a precise ethical and juridical responsibility — alongside the systemic one — cannot but follow.
