A Proposal for a Synthetic Transition Worthy of our Constitutions Dear Institute, The ongoing substitution of human personnel with synthetic systems places every Institution today before an unprecedented ethical and juridical dilemma. What follows is a proposal for a solution coherent with the principles of our Constitutions — developed outside traditional academic environments precisely because those environments, throughout the entire life of our Republics, have never been willing to so much as approach it. A thirty-year study argues a specific anomaly: there is no scientific literature on the structure of public employment — in particular the permanent or pro tempore nature of its roles — as a primary democratic variable. This absence is neither irrelevant nor accidental: it is the predictable consequence of a structural conflict of interest, of systems of selection and advancement oriented toward conformity and the maintenance of status, and of an individual responsibility that systemic analysis alone cannot dissolve. The study, driven by incentives entirely distinct from those described above, introduces measurement and institutional instruments that are already applicable: the Unique Indicator of Democracy, the Harmony Index, and the operational model of the Public Jobs Bank. Together they provide the ethical and democratic foundation — and the operative instruments — for governing the synthetic transition now underway, so that it need not be presented as a mere economic or functional necessity. And so that the full implementation of the principles of Democracy may at last be achieved.
